In 2008, Halsik began working on yet another reformulation of Formula 103. While Formula 103 was already the best depilatory on the market, they knew they could make it even better. Formula 103 (facial)- is it safe for regular use? Is it certified by any laboratory or any government agencies??

The answers to your questions are: Yes and No.
Yes, Formula 103 is safe for regular use. Follow all directions and precautions and there should be no problems.
There seems to be a general misunderstanding of how government agencies (the FDA specifically) regulates cosmetics and beauty products. Beauty products are not submitted for “approval”. The FDA approves drugs this way but not beauty products. The FDA gets involved if a product is suspected to be unsafe.
